This is a document which was born without benefit of clergy,
ie validated by its author against a hand-constructed schema.
HOWEVER, since the document has no DOCTYPE or schema PI,
we can't hold its bastardy against it, so we make it a ward of
court and say that its ODD is teiall.

Unless we mandate a link to an ODD, using a notation we
don't have, we can never claim conformant documents must
have an ODD.  A TEI Conformant System has an ODD, as part of it,
yes.

You may say that the unnamed document's ODD being teiall
is a legal fiction, but that may be true of any document.
If I show you a XML doc, and an ODD, and claim the two
relate, you're just taking my word for it.
