We are having a dark and rainy morning here, too ... in fact, we've
been hit by a N'oreaster, and have been without power at my home for
at least 5 hours now. This means 2 things:

* I am quite behind in Council mail, etc.

* The copy of the Guidelines I had on my server will probably not be
  available until circa 18:00 UTC. If folks want, I'll try to put a
  new copy up at another site in a few mins ...
