[tei-council] floating text launched

Following my plea for  examples of floating texts earlier this week, I 
am pleased to report that Julia duly delivered a splendid one, which I 
have now duly incorporated into the text of DS. At the same time I was 
doing this, I received notice from Arianna of a whole bunch of other 
errors in the same chapter, which I was thus able to despatch at the 
same time. Many thanks to both.

The corrected (and expanded) version is now checked into the main 
branch. As this is new material which all Council members ought to 
review, I have also put a copy of the revised draft chapter in HTML 
format on the website at http://www.tei-c.org/Drafts/DS.html

Don't expect any of the links in it to work as I haven't put any of the 
other chapters there! If you just want to cut straight to the chase to
