[tei-council] HTML output of guidelines

While starting the proofreading on the chapters I have been assigned, I 
have noticed that some content of elements is either not rendered or, 
more importantly, not output in the html of the guidelines.
I wander whether this is because James and Dot are working on the new 
output model right now and therefore changing things as I write.

I can of course collect this details in a ticket while I do the 
checking, but the fact the any content within <gloss> is lost in 
translation alerted me a bit.
