[tei-council] testplace.odd

If I've build my rng correction, locale is still not working. Also many
of our examples have text inside location, where I suspect this should
either be inside rs (e.g. Junction of Park Street and Charlotte Street)
or measure (e.g. 41.687142 -74.870109).
