[tei-council] testplace.odd

Hiya,

I generated an .rnc from the testplace.odd found in sourceforge 
P5/Test/testplace.odd and this seems to work fine except that I don't seem to be 
offered <locale> inside <place> even though the examples do.

Am I meant to be using a different odd?  Or did I do something wrong?
