[tei-council] easter presents for everyone

As per council action today,
I have made a first pass through the chapters,
and assigned all the chapters to people. I have _not_
included Lou and Syd in this, as they have
other tasks to complete before Berlin.

I have vaguely balanced the workload depending
on what else people are committed to, but not
necessarily fairly; so feel free to horse trade,
and complain, and wriggle. If you genuinely
can't do the job at all, say so now! You can even
volunteer to take on more.

The assignments are made in trac.

A more detailed spec of the task will
follow shortly, but the essence of it
is that you will read the chapter, and make
a first pass review looking for stuff which
is unclear, undated, or broken.
