to follow up,

has pointers to a "real" GML file, and notes on converting
that to KML.
perhaps important to say that I at least imagine
this is is like using RELAXNG in ODD - it is what we use,
but it is not mandated. You could equally
embed KML in the <location> element. The assumption
is that you will switch to a special namespace if you
want to play scientific data with the big boys.
