[tei-council] TEI P5 trac server

this has now moved to http://tei.oucs.ox.ac.uk/trac/TEIP5,
instead of http://tei.oucs.ox.ac.uk/trac.cgi

This lets me support multiple projects, and do it properly
with mod_python.

Shout at me if anything is not working
