[tei-council] TEI Conformance

My vote is for namespaces to be kept out of the normative part
of conformance, and merely be in some section of "not bad ideas".  The 
"default
namespace for extensions" idea looked nice, but I too no longer believe
in it.

The registry of ODDs scares me :-}
