[tei-council] chapter names

Dear Sebastian (cc Council),

Thanks for the clarification. Apparently I misunderstood when I thought 
that with the change in the filenames, Council would begin to refer to 
the chapters in our discussions by their prose names, rather than just 
their not-always-transparent two-letter abbreviations.
