Not sure, as I'm not 100% sure I have my mind around the issue. But
clearly the characters in, e.g., a base-64 encoding inside
<binaryObject> are not serving the same purpose as the same
characters in other data content. So I guess my point remains,
although I'm not certain: this section needs to be reworded to
account for that. In any case, it certainly requires thought!
