[tei-council] Possibilities for new file names.

The former (without the number) is surely going to be more stable in the 
long run.

Either just something like "Linking" or 
"Linking_Segmentation_Alignment", depending on whether we favor brevity 
or completeness. I'd opt for brevity, but that's not a strong preference.
