[tei-council] New discussion document on 1.0 release priorities

Lou pointed out to me that the current TEI says that four bits of the
headers are mandatory; so you MUST have something which
is the semantic equivalent of <sourceDesc>, though the
content model of that is not constrained by the letter of the law.

I have taken account of that in a revision of my
levels proposal, now available for editing at
http://www.tei-c.org.uk/wiki/index.php/Conformance
