Christian, I have created a better PB document, still an early draft 
with lots missing that will be there, and put it at

The last two sections, "A stand-off markup strategy using milestone 
tags" and "Physical structure as the primary hierarchy," go beyond the 
PB workgroup discussions so far, and I've only today sent them to PB 
workgroup members, but I would really appreciate Council reaction to the 
strategies proposed there.
