Quite.  Either the TEI has to fund this sort of activity, which would be 
a new item in the budget, or
someone has to have their own funding.  We can't just dive in and do it 
unresourced; my participation
in the W3C ITS work group has been stolen from Oxford, for instance, 
which is a very bad precedent.
