Not sure if we should say so in this generality.  Many years ago when
discussing this point, we agreed to say that the TEI has some core
business (which is encoding texts) and you should be able to do this
with stuff from the TEI.  Fancy stuff at the borders or outside should
not be tackled if it has already been done elsewhere better
(viz. SVG).  This seems like a 80:20 rule, but I see no reason to
through it out.  In the case under discussion here, I am quite sure
that most people would not want to go hunting for arcane schemas just
to get there dates straight.

On the other hand, we have made quite a clear statement to the public
that we want to be a good citizen in this new namespaced XML world and
invite other kids to play with ours.
