In fact, the reason the pattern looks so complicated is precisely to
address what I thought was your previous concern of "practically
anything else". The pattern originally proposed was more permissive
than W3C in a variety of ways (e.g., permitting "+15:00" as a time
zone designator) that this pattern deliberately avoids.

In fact, this pattern is a teeny bit more restrictive than the W3C,
in that it forbids an hour of "24" (which W3C allows, but not in a
canonical representation).
