[tei-council] Changes to P5

Here is the rather overdue report on changes to TEI P5 carried out since 
the start of July. Many apologies for the delay. I forgot to do it 
before setting off for DRH last week.

The P5 Changelog shows the following significant changes to P5 since
my last report (7 Jul 05)

* Renamed <bob> as <binaryObject> and added some discussion of its
  usage in CO

* Following much debate, a new directory structure was implemented,
  and a complete release (0.1.9) made using it. This was followed
  within a week by another (0.1.10) including Exemplars

* Changed desc attribute (e.g. on gap, join, joingrp) into
  child element; removed hand attribute on hand; change  value
  attribute on span  into content;

* New class "intervention" introduced to regularize use of resp and
  cert attributes

* Removed most attributes from <teiHeader> element

* Added valList elements to several tagdocs

* New class "ascribed" introduced to regularise use of who attribute

* Update MS draft and associated tagdocs following chapter review

* Rename hand at character as writing; rename date at certainty as
  precision; renamed code at type as lang; rename witness at sigil as xml:id

* Tidied up inconsistent use of <code> and <val> across the text of 5

* Changed @resp datatype into a pointer

* Several typos and inconsistencies were identified and fixed.
