It is used (by many) to distinguish a header attached to a teiCorpus 
from one attached to a text. And you might also need to use it to 
distinguish an "independent" header, now that we have removed the 
concept of auxiliary  tagset.  I agree both of these distinctions could 
be made by other means, but still...
