[tei-council] release of P5

In case anyone is wondering, I have got the material ready for this grand
new release, but I am waiting for confirmation from George Bina that he is
happy with it all in oXygen.  As soon as he says it works for him, I'll
make the release on Sourceforge, and make an announcement on TEI-L
