[tei-council] making TEI CVS more useable

after a brief chat with James, I have made some changes to the top-level 
Makefile for TEI P5
as found in CVS:

 - make it use http://www.tei-c.org/stylesheet for the source of its XSL 
(override with ${S})
 - add an "install" target which creates a suitable hierarchy in 
${PREFIX} (defaults to /usr/local/tei)

James will now review this, pretending to be a real person, and write an
appropriate top-level README document explaining what the Makefile is
for, what the dependencies are, what the uses are that you might make of it.
This document will intertwingle a bit with what Lou is writing; hopefully
at the end of it, the person who wants to grab TEI P5 from CVS and create
schemas which they can use in Oxygen will have some idea what to do.
