[tei-council] review process for P5 (MS chapter) -- vote required

Council members,
It has been almost ten days since I posted this and I have seen three
positive votes (one from Laurent in a private mail). I would not like
to rely solely on silent consent, so please put your voice on the
record. We need to be able to come to decisions like these in a
timely manner, so that the work can be done.
