[tei-council] sourceforge project monitoring

I just checked on the SourceForge site, and apparently the project 
monitoring Lou describes is available only with a paid subscription 
(US$39.90). While this isn't a lot, it may not be something all 
Council members feel like paying, nor is it something the TEI should 
require of its Council members.

Instead, I suggest that Council members should probably make a habit 
of checking the SourceForge site once a week to see whether there are 
new feature requests, and should sign up to be notified of 
changes/new postings to any of those features in which they feel an 
ongoing interest.
