Yes, this is pretty much laid out completely in SO W 09
(http://www.tei-c.org/Activities/SO/sow09.html). While I don't think
the document is perfect, it is the starting point. I think Councilors
should be reading it carefully *now*, not Sun night, so that
questions can be raised before the call.
