as it stands, I don't think this works, because the change mode only works
when you write a schema which loads the TEI and changes it. A module
does not function like that. surely the intention is to limit the fixed 
list to <seg>s which
occur inside <choice>, not all <seg>s? and there are two fixed lists, one
for the first set and one for the second set of <seg>s?
