Its not clear whether this is to be in an entirely new module, or form 
part of an existing
optional module. It looks to be as if the idea is for a module to 
replace an open-ended
list of attribute values for <seg>/@type with closed lists; I am 
wondering how to do this in ODD,
so can others confirm that this _is_ the proposal?
