[tei-council] please approve TEI SIG on ontologies

This is a SIG, right? so I don't think it's for the council to tell it 
what to do. If SIG members eventually decide to propose a workgroup, 
then the Council certainly should be involved, but at this stage I 
didn't think the council needs do more than say "good luck"!

That said, I certainly agree with Laurent that we ought to be looking in 
P5 at ways of expanding on our current "gesture" towards providing 
interoperability with other ontologies. <equiv> is only a start....

My recollection is that the original posting also suggested that Oyvind 
at least wants to provide input to a proposed TEI module for 
prosopographic elements. It's probably a good idea to keep the two 
things distinct.

However both these issues can be discussed better face to face when the 
SIG meets!
