This procedure seems like a good one to me.

Is there provision (either automated or by hand) for making the 
proposer aware of the outcome--can the proposer give an email address 
and receive an automated email message saying "your proposal has been 
received, thank you very  much for your interest, its current status 
is now X"? or do we at least envision contacting proposers personally 
when we decide to close or delete their feature request?

Will the nominated revisers be chosen ad hoc by the editors, or 
should we accept volunteers?
