NEH workgroup update

Just for the record: I have written to Natasha Smith today, to ask if she 
would chair the XML migration workgroup.  I'm sorry it has taken this 
long--other business and travel was to blame.  I will let you know when I 
have an answer, one way or the other, and I will encourage Natasha (should 
she accept) to contact volunteers (yea or nay) and get the workgroup moving 
as soon as possible.
