    This debate seems to swing out of orbit. Try posing the question this way:
    
    1) Did the United States develop a *strategy*, in Viet Nam and elsewhere,
    which emphasized the killing of civilians (and hence, in particular)
    children? I think a history of strategic discussions *within* the U.S. Air
    Force in particular and the military in general would support a yes answer
    to this.
    
    2) Is there any evidence that the NVA or NLF developed strategy that
    emphasized the killing of civilians?
