Hmm, I assume you mean that you have several topics on this
outside page, one of which is called "history."

In the "receiving" page, you would mark that one section:
<A name="history">

In the transmitting page, you would mark the link:
<A href="history.html#history>[link text]</A>

That's what you meant, right?
