[adhoc] Governance Protocol

Dear all,

Here are some small suggestions for the ADHO Governance Protocol

1. Change the word "Federation" to "Alliance" as that is what is in the
new title for the organization.

2. In the title these are called a "Governance Protocol", but there are
places where it is still called "guidelines".
