The cheapest I have seen the OED2 CD-ROM is over $800. Many entities,
including universities, have the OED2 online for their members; for example,
my university has it available for faculty and staff of the University of
Illinois, or anyone who has an account. Some libraries have it available.
It might be worth your while to search around for a telnet site nearby.

I'm not sure how much I can say about this without getting into
trouble, but...
Until recently, research and experimentation with the electronic
OED was still being carried out at Bellcore in New Jersey. This
situation is undergoing a change of sorts, one result of which may be an
online OED which you can actually _subscribe_ to. Yes, that means you
can have the OED without buying a kadgillion-bay CDROM tower or hiring a
full time staff member to figure out how to index the data using Pat. It
does mean dealing with Net traffic, alas.
I've used a (experimental? beta? toy?) WWW interface to the
proposed new service, and liked it a lot. It isn't public yet, but the
same server does have general info that you can browse:

I get the expected message telling me that I do not have permission. My
guess is that anyone who does not get this message has special
privileges. As far as I know, such privileges are, strictly speaking,
against the contract that a university signs with OUP. Clarification on
