you could have a listBibl containing bibls most places, and not necesarily in
the Header.

I think what you're trying to do is create a listBibl with rather specialised
content.

Then we have to try harder. It's not sophistry: it's surprisingly similar to the
difference between e.g. <placeName> and <place>
